Sep 01, 2017 Xcode 9 can only be installed on a Mac running macOS Sierra (10.12.6 or above) or macOS High Sierra (10.13 or above). Go back to Step 0 and check to make sure you have upgraded to macOS High Sierra as your operating system before you attempt to install Xcode.

- This worked on my Mac Mini 2011 on High Sierra with Xcode 10.1 upgrading to Xcode 10.3. Followed all the steps, be patient. After the last step and restarting it will still look like it can’t run, but when you do it asks to install additional updates and after that it works. Could run the simulator and build to my phone running iOS.
Alternatively, If all you want is a a compilation environment for Objective-C, C++, and Swift v4.n, the Command Line Tools (macOS 10.13) for Xcode will provide that at 7GB less storage. You would then need a competent programmer's editor, and you can still build hand-coded cocoa applications. This is my preference.
Check compatibility
You can upgrade to macOS High Sierra from OS X Mountain Lion or later on any of the following Mac models. Your Mac also needs at least 2GB of memory and 14.3GB of available storage space.

To find your Mac model, memory, storage space, and macOS version, choose About This Mac from the Apple menu . If your Mac isn't compatible with macOS High Sierra, the installer will let you know.

Get connected
It takes time to download and install macOS, so make sure that you have a reliable Internet connection. If you're using a Mac notebook computer, plug it into AC power.

For the strongest security and latest features, find out whether you can upgrade to macOS Catalina, the latest version of the Mac operating system.

Begin installation

After downloading, the installer opens automatically.
Click Continue and follow the onscreen instructions. You might find it easiest to begin installation in the evening so that it can complete overnight, if needed.
If the installer asks for permission to install a helper tool, enter the administrator name and password that you use to log in to your Mac, then click Add Helper.
Allow installation to complete
Please allow installation to complete without putting your Mac to sleep or closing its lid. Your Mac might restart, show a progress bar, or show a blank screen several times as it installs both macOS and related updates to your Mac firmware.
